About Sebastian Gorka, PhD

Sebastian L. Gorka, Ph.D. serves as the Major General Matthew C. Horner Distinguished Chair of Military Theory at Marine Corps University where he provides courses and lectures on Irregular Warfare. Previously he was Associate Dean of Congressional Affairs and Relations to the Special Operations Community at National Defense University.
He is an internationally recognized authority on issues of national security, irregular warfare, terrorism and democratization and has testified before Congress and briefed the CIA, ODNI, NCTC, NIC, and the Commandant of the Marine Corps. His website,, is a collection of his national security commentary and analysis. He served as a subject matter expert for the Office of the US Attorney in Boston for the Tsarnaev trial.
Dr. Gorka is an Adjunct Professor with USSOCOM’s Joint Special Operations University where he serves as Lead Instructor for the Special Operations Combating Terrorism (SOCbT) course, as well as the interagency and senior/executive counterterrorism courses. He is also an Adjunct Professor in National Security at Georgetown University’s McCourt School of Public Policy, and is a regular instructor with the US Army’s Special Warfare Center and School in Fort Bragg and for the FBI’s Counterterrorism Division.
Dr. Gorka has advised the Office of the Secretary of Defense regarding the draft guidance for US Strategic Communications and was consulted by USSOCOM during the drafting of the new Joint Operating Concept for Irregular Warfare. He is currently heading up a strategic support project for US Army Special Operations Command as part of Lt. General Charles Cleveland’s Army Special Operations Forces 2022 initiative. Dr. Gorka is a recipient of the Department of Defense Joint Civilian Service Commendation, awarded by US Special Operation Command.
Dr. Gorka currently serves as the Chairman of the Threat Knowledge Group ( based in McLean, VA, which provides high-level training and analysis at the strategic and operational level to those in the Defense, Intelligence, Law Enforcement and Homeland Security communities. He is the co-author of the public TKG reports, “ISIS: The Threat to the United States,” and “The Islamic State and Information Warfare: Defeating ISIS and the Broader Global Jihadist Movement.”
Previously, he served as the founding Director of the Institute for Transitional Democracy and International Security, the Director for the Center for Euro-Atlantic Integration and Democracy, and the Director and Military Affairs Fellow for the National Security Fellowship Program at the Foundation for the Defense of Democracies. He spent four years on the faculty of the Program on Terrorism and Security Studies at the George C. Marshall Center in Germany. Dr. Gorka worked as an analyst at the Rand Corporation and was a member of the Strategic Advisers Group on the Atlantic Council of the United States.
He has published in excess of 140 monographs, book chapters and articles, many for the JANES Group of the UK, and Special Warfare, the official publication of US Army Special Operations Command. Along with Dr. Chris Harmon and the late COL Nick Pratt (USMC), he was contributor and co-editor of Toward a Grand Strategy Against Terrorism (McGraw Hill). With Dr. David Kilcullen, he co-authored a study of Al Qaeda’s use of strategic communications for the Praeger title, Influence Warfare. His new book, Defeating Jihad: How America can win the war against radical Islam quickly and decisively using a secret Cold War strategy, will be published in 2016. He serves on the Board of Advisors for the Council for Emerging National Security Affairs (CENSA).
Dr. Gorka holds a Ph.D. in political science from Corvinus University in Budapest with his dissertation on “The Evolution of Terrorism: The Difference Between Cold War Political Violence and al Qaeda.” He was a Kokkalis Fellow at Harvard’s J. F. Kennedy School of Government focusing on public policy and international security, as well as an International Research Fellow at the NATO Defense College. He earned his Master’s degree in International Relations and Diplomacy at Budapest University and his Bachelor’s degree from the University of London.
Dr. Gorka was born in the UK to parents who escaped Communism during the Hungarian Revolution of 1956 and is fluent in Hungarian with working knowledge of German and French. In the UK, he served with 22 Company of the Intelligence and Security Group (V) of the British Territorial Army reserve but is now a proud American. He is married to Katharine Cornell Gorka, President of the Threat Knowledge Group as well as the Council on Global Security.

Islam, Sexual Violence, and the West

The mass rape of hundreds of German women mostly by Muslim migrants last New Year's was recently revealed to be far worse than originally acknowledged. Authorities now believe that more than 1,200 women were sexually assaulted – more than twice the original estimate of 500. While more than 2,000 men were allegedly involved, only 120 suspects — about half of them recently arrived migrants — have been identified.
One explanation for why it took half a year for the full extent of the crime to be revealed is the German police's effort to avoid a public backlash against refugees. But ultimately, Holger Munch, president of the German Federal Crime Police Office, acknowledged to the German newspaper Sueddeutsche Zeitung that there is "a connection between the [sexual assaults] and the rapid migration in 2015."
In contrast to the initial cover-up by German police of the mass rape by mostly Muslim migrants, France's top security official recently spoke with candid alarm about the threat that his country faces. Just two days before the truck-ramming, ISIS-inspired massacre in Nice, Patrick Calvar, chief of the Directorate General of Internal Security, warned members of the French parliamentary commission that France is on the verge of a "civil war" that could be sparked by the mass sexual assault of women by migrants.
There are remarkable exceptions within Islam itself, such as the Tuareg, an Islamic tribe in Africa, where women embrace sexual freedoms, dictate who gets what in divorce, and don't wear the veil because men "want to see their beautiful faces." But how long can the Tuareg's enlightened version of Islam survive in southwest Libya when ISIS is expanding there, or in Mali, Niger and northern Nigeria, where Boko Haram is on the march?
There are also brave Muslim reformers trying to improve the way Islam treats women. However, they mostly operate in the West, where they still face death threats; one example is Irshad Manji. Another, Fadela Amara, founded Ni Putes Ni Soumises, a group that defends Muslim French girls against the pressures they face to wear the hijab, drop out of school, and marry early without the right to choose their husband. Amara went on to serve in the government of Nicolas Sarkozy, but she, too, received death threats for her efforts to liberate Muslim women.
Muslim feminists outside of the West assume far greater risks. Pakistani social media celebrity Qandeel ‎Baloch, who openly expressed her feminist views online, was recently strangled to death by her brother in their family's home, in an "honor killing." Her "intolerable behavior" is what drove him to murder her, he said, because her risqué persona was bringing "dishonor" to the family. There are an estimated 1,000 honor killings per year in Pakistan.

President Bush's uncle, William H.T. "Bucky" Bush, co-chaired Bill's finance committee. Speaker Dennis Hastert, Majority Leader Dick Army, Conference Chairman J.C. Watts, Jr., Ambassador Alan Keyes, Phyllis Schlafly, William J. Murray, David Limbaugh, Chief Justice Roy Moore and other national leaders campaigned for Bill. Written and/or radio endorsements were received from Pat Boone, Chuck Norris, Ted Nugent, Art Linkletter and Dr. James Dobson. "Highly effective political machinery" was Gephardt's reluctant admission of Federer in an appeal letter, as Bill received the most votes ever against him! BIOGRAPHY: Born October 1, 1957, Bill was raised in south St. Louis, 5th of eleven children, Bill lettered in wrestling, football and was a state finalist in track-high hurdles. He graduated from St. Louis University High School ('76), studied at University of Dallas, Texas ('76-`78); in Rome, Italy ('78), and graduated from Saint Louis University (`80) with a degree in Accounting/Business Administration.

After college, Bill worked for Federer Realty, founded in 1913 by his grandfather, William A. Federer, who was president of the St. Louis Board of Realtors, as was his father Richard L. Federer, building large portions of the city and county. His uncle and namesake taught at St. Louis University, led retreats at White House Retreat Center and worked with native Americans, seniors and inner-city poor. His father's cousin, Charles A. Federer, Jr., was founder of Sky & Telescope Magazine at Harvard.

Bill worked in real estate, oil & gas industry (Santa Fe Industries `81-`84), and held positions with community organizations, charity groups, churches - working with youth, families, elderly and minorities. He served as a Scoutmaster, having been an Eagle Scout.

William J. Federer is the author of the best-selling book “What Every American Needs to Know About the Quran: A History of Islam & the United States.”

President Barack Obama stated in Cairo, Egypt, June 4, 2009: “When the first Muslim American was recently elected to Congress, he took the oath to defend our Constitution using the … Holy Quran.”
The dilemma is: How can one swear to defend something upon a book that promotes the opposite?
The First Amendment to the U.S. Constitution states that Congress shall make no law prohibiting the free exercise of religion, yet the Quran states in Sura 4:89, “Those who reject Islam must be killed. If they turn back (from Islam), take hold of them and kill them wherever you find them.”
In Hadith Sahih al-Bukhari (Vol. 9, Book 84, No. 57), Muhammad said: “Whoever changes his Islamic religion, kill him.”
Islamic law relegates non-Muslims to “dhimmi” status, where they are not to propagate their customs amongst Muslims and cannot display a Cross or a Star of David.
The First Amendment states Congress shall not abridge “the freedom of speech,” yet Islamic law enforces dhimmi status on non-Muslims, prohibiting them from observing their religious practices publicly, raising their voices during prayer or ringing church bells.
The First Amendment states Congress cannot take away “the right of the people to peaceably assemble,” yet Islamic law states non-Muslims cannot build any new places of worship or repair any old places Muslims have destroyed; they must allow Muslims to participate in their private meetings; they cannot bring their dead near the graveyards of Muslims or mourn their dead loudly.
The First Amendment states Congress cannot take away the right of the people “to petition the Government for a redress of grievances,” yet Islamic law states non-Muslims are not to harbor any hostility toward the Islamic state or give comfort to those who disagree with Islamic government.
The Second Amendment states, “The right of the people to keep and bear arms shall not be infringed,” yet Islamic law states non-Muslims cannot possess arms, swords or weapons of any kind.
The Third Amendment states one cannot be forced to “quarter” someone in their house, yet Islamic law states non-Muslims must entertain and feed for three days any Muslim who wants to stay in their home, and for a longer period if the Muslim falls ill – and they cannot prevent Muslim travelers from staying in their places of worship.
The Fourth Amendment guarantees “the right of the people to be secure in their persons, houses, papers, and effects against unreasonable searches and seizures,” yet Islamic law states if a non-Muslim rides on a horse with a saddle and bridle, the horse can be taken away.
The Fifth Amendment states that “no person shall be held to answer for a capital or otherwise infamous crime … without due process of law,” yet Muhammad said, “No Muslim should be killed for killing a Kafir (infidel)” (Hadith Sahih al-Bukhari, Vol. 9, No. 50).
The Sixth Amendment guarantees a “public trial by an impartial jury” and the Seventh Amendment states “the right of trial by jury shall be preserved,” yet Islamic law does not give non-Muslims equal legal standing with Muslims, even prohibiting a non-Muslim from testifying in court against a Muslim.
The Eighth Amendment states there shall be no “cruel and unusual punishments inflicted,” yet the Quran states:
“Cut off the hands of thieves, whether they are male or female, as punishment for what they have done – a deterrent from Allah” (Sura 5:38).
A raped woman is punished:
“The woman and the man guilty of adultery or fornication – flog each of them with a hundred stripes” (Sura 24:2).
Women can be beaten:
“If you experience rebellion from the women, you shall first talk to them, then (you may use negative incentives like) deserting them in bed, then you may (as a last alternative) beat them” (Sura 4:34).
Honor killings of wives and daughters who have embarrassed their families have been reported by the United Nations in Muslim populations of Egypt, Jordan, Lebanon, Morocco, Pakistan, Syria, Turkey, Saudi Arabia, Iraq, Yemen and increasing in Western nations.
The 13th Amendment states there shall be no “slavery or involuntary servitude,” yet the Quran accommodates slavery as Muhammad owned slaves.
The 14th Amendment guarantees citizens “equal protection of the laws,” yet the Quran does not consider Jews, Christians and other non-Muslims as equal to Muslims before the law.
Referring to Jews as “the People of the Book,” Muhammad said: “They are those whom Allah has cursed; who have been under his wrath; some of whom were turned into apes and swine” (Sura 5:60, 7:166, 2:65).
The 15th Amendment guarantees “the right of the citizens … to vote shall not be denied … on account of race, color, or previous condition of servitude,” yet the fundamentalist interpretation of Islamic law does not allow voting, as democracy is considered people setting themselves in the place of Allah by making their own laws.
The 16th Amendment has some similarities with Islamic law, as “Congress shall have the power to lay and collect taxes on incomes from whatever source derived.” Muhammad said, “Fight those who believe not in Allah … until they pay the jizya [tax] with willing submission, and feel themselves subdued” (Sura 9:29).
The 18th Amendment has some similarities with Islamic law, as “the manufacture, sale, or transportation of intoxicating liquors … for beverage purposes is hereby prohibited.”
The 19th Amendment allows women to vote, yet in strict Islamic countries women cannot vote.
The 21st Amendment allows for the sale of liquor, yet Islamic law prohibits non-Muslims from selling or drinking wine and liquor openly.
One would assume that to swear upon a book implies believing what is in that book.
As Muhammad was not just a religious leader, but also a political and military leader, Islam is not just a religious system, but also a political and military system.
Since no one has the authority to demand Muslims worldwide cease imitating the political/military example of Muhammad, when Muslims bow in prayer they are also pledging political/military allegiance to Mecca.
Swearing to defend the U.S. Constitution upon a Quran that promotes different values is a dilemma worthy of a presidential explanation.

Paris attacks were not 'nihilism' but sacred strategy

LEADING commentator Janet Daley's article in Saturday's Telegraph ‘The West is at war with a death cult’ stands for everything that is woeful about European elites’ response to Islamic jihad.

It is a triumph of religious illiteracy.

The jihadist enemy, she asserts, is utterly unintelligible, so beyond encompassing in ‘coherent, systematic thought’ that no vocabulary can describe it: ‘This is just insanity’, she writes. Because the enemy is ‘hysterical’, lacking 'rational demands', 'negotiable limits,’ or ‘intelligible objectives’ Daley claims it is pointless to subject its actions to any form of historical, social or theological analysis, for no-one should attempt to ‘impose logic on behaviour that is pathological’.

Despite this, Daley then ventures to offer analysis of and explanations for ISIS’ actions, but in doing so she relies upon her own conceptual categories, not those of ISIS.

Her explanations therefore fall wide of the mark.


Daley writes: ‘The enemy has stated explicitly that it does not revere life at all’ and ‘Civilians are not collateral damage in this campaign: their deaths are the whole point.’  She goes on to lament that the latest French attacks lack any purpose, but are ‘carried out for the sheer nihilistic thrill of it’.

The claim that ISIS does not ‘revere life’ seems to refer to any number of statements by Islamic radicals, including an ISIS militant who vowed to ‘fill the streets of Paris with dead bodies’, and boasted that ISIS ‘loves death like you love life’ (see here).  This is a theological reference to a series of verses in the Qur’an in which Jews are criticised for desiring life (Sura 2:94-96, 62:6-8).

According to the Qur’an, loving life is a characteristic of infidels (Sura 3:14; 14:3; 75:20; 76:27) because it causes them to disregard the importance of the next life.  The taunt much used by jihadis, ‘We love death like you love life’,  implies that jihadis are bound for paradise while their enemies are hell-bound.

The point of these statements is that Muslims are willing to fight to the death, while their infidel enemies will turn back in battle. This is not about reverence for life, but about who has the will to win. This has nothing to do with nihilism, which is a belief that there are no values, nothing to be loyal to, and no purpose in living. In fact ISIS fighters have strong and clear loyalties and values, alien though they may be to those of Europe.

Daley’s claim that the deaths are ‘the whole point’ is also mistaken. While it is true that the jihadis consider killing infidels a meritorious act, potentially earning the killer a place in paradise (see here), and they consider being killed in battle against infidels a ticket to paradise, in fact the killings do serve a strategic purpose. This is to make infidels afraid, and thereby to weaken their will to resist Islamic dominance.

This strategy is commended by the Qur’an, for example in Sura 8:12, 'I shall cast dread into the hearts of those who disbelieve. So strike above (their) necks and strike (off) all their fingers!', as well as by the successful example of Muhammad in fighting the Jews of Medina, referred to in Sura 33:26-27, ‘He brought down from their fortifications those of the People of the Book who supported them, and cast dread into their hearts. You killed a group (of them), and took captive (another) group. And he caused you to inherit their land, their homes, and their wealth, and a land you had not set foot on.’  A similar passage is Sura 59:2, which ISIS has in fact been quoting in its celebrations of the Paris carnage.

It may seem to Daley that ISIS’ often-stated intention of defeating the West is fanciful, but the point is to understand ISIS, and as far as it is concerned, these deadly attacks are instrumental in weakening the will of infidels and hastening eventual victory.

Daley wonders what possible point these attacks could serve. She speculates:  '… what is the alternative that is being demanded? Sharia law? The subjection of women? An end to liberal democracy? Are any of these things even within the bounds of consideration? What could be accomplished by national self-doubt or criticism at this point, when there is not even a reasonable basis for discussion with the enemy?'  It is hardly a secret that the ultimate goal of ISIS is to bring non-Muslims everywhere  to convert to Islam or live under an Islamic caliphate as dhimmis. Sharia law and the subjection of women are part and parcel of this.

It is odd that Daley laments having no reasonable basis for negotiating with the enemy.  ISIS is not playing by a Western-style negotiating rule book. It is following Muhammad’s instructions to his followers to offer three choices to infidels: conversion, surrender, or the sword.  Bin Ladin has explained that the West’s rejection of this framework is the whole reason for its conflict with what he calls ‘the authority of Islam’:
“Our talks with the infidel West and our conflict with them ultimately revolve around one issue; one that demands our total support, with power and determination, with one voice, and it is: Does Islam, or does it not, force people by the power of the sword to submit to its authority corporeally if not spiritually? Yes. There are only three choices in Islam: [1] either willing submission [conversion]; or [2] payment of the jizya,through physical, though not spiritual, submission to the authority of Islam; or [3] the sword, for it is not right to let him [an infidel] live. The matter is summed up for every person alive: Either submit, or live under the suzerainty of Islam, or die.” (The Al Qaeda Reader)
 It may seem unimaginable to European elites that ISIS is fighting for the goal of the surrender or conversion of Europe, but ISIS is thinking in time frames which extend to centuries, and their forebears conquered vast territories using such tactics.  A final act of conquest can be preceded by decades, or even centuries, of military raids.

While killing is currently the main mode of ISIS’ attacks inside the West, if they could they would use other tactics as well, such as taking booty and slaves or destroying infrastructure, as they have been doing in Syria and Iraq.


To combat this ideology it is necessary for Europe to prove ISIS wrong on all counts. It must show strength, not weakness. It must have confidence in its cultural and spiritual identity. It must be willing to fight for its survival. It must show that it believes in itself enough to fight for its future. It must defend its borders.  It must act like someone who intends to win an interminably long war against an implacable foe.
